Dogs can be trained if they are disobedient.
It's normal for dogs to be disobedient; their intelligence is only at the level of a toddler, and they need training to learn to obey. When a dog misbehaves, you can yell "No!" at it to make it realize its mistake. Using food for training is even more effective; take away its food when it misbehaves, and only feed it again when it behaves.
